frustrating program monitor

I'm currently editing a piece in Adobe Premiere. When I captured the clips from the camera, they all captured properly in 16:9 ratio HD format. When I play the clips individually, the detail is all there, the proper aspect ratio, everthing. But as soon as I select a clip and place it in the timeline, it automatically zooms in to 4:3 and takes down the quality. I have no idea whats causing this. Its not the zoom on the program monitor, and its definitely not the clips because I can play them properly in the clip monitor. Its not project settings or timeline options either. The only way I can get the 16:9 setting back for my project in the timeline is to add a filter to every single clip and resize them myself, which still results in horrible quality. Would anyone know if I have some random setting turned on? And how do I turn it off?

I assume you're in a 16:9 project.
Check the clip info in the Project window, next to the poster frame, by selecting a clip in the bin. It should say (1.2). If not, shift-select all of the clips, right-click on them and 'Interpret Footage'.
Maybe uncheck 'Scale clips' in your general project settings.
