Border (stroke) around a clip?

I have a standard PAL sized video (720x576) loaded into Premier, and also I have imported a smaller resolution clip (320x240).

What I want to do it have the smaller clip playing in the middle of the larger full screen clip. That in itself is not a problem, but to make the smaller clip stand out a little better from the background, I'd like to surround it with a 3 or 4 pixel wide black border, like putting a stroke effect on text. I'm not sure that can even do this in a standard install of Premier (CS3). My guess is I'm going to have to search around for some kind of plug-in to do this?

Any help would be appreciated.

The clip-effect was dropped from CS3. You can make a rectangle a bit larger than the small clip in the titler and drop it behind the small clip on the timeline.
