Export settings Premiere CS3 OS X

Hi,
i have completed a 19min, 1024x768 / 29.97fps project in premiere cs3 and i want to export it. vid size / fps should remain the same, and im looking for a file size anywhere between 100-500mb, with as much quality as i can get out of it.
i thought it would be fairly easy with these requirements, but it isnt. export>video gives me all the codecs/compressions/whatever currently installed on my OS X, of which i have tried sorenson 3 and h264, to get file sizes 5-7GB. export>adobe ME gives smaller file size, but messes up the picture (blurry, pixelated, seems like aspect ratio is wrong somehow).
am i missing something here? 19 min of good quality video with 100-500mb to spare should be doable, after all?

Encoding is something that you really have to experiment with. I usually work with DV or 1/4 screen desktop video, so I don't have a more specific solution.
I'd suggest you do some test encodings with a thirty-second clip, until you find an encoding solution that suits your needs. I've seen some real nice h264 encoding. I'm not sure if MPEG2 supports 1024x720? You probably just need to experiment with the settings.
Usually 'bitrate' and 'quality' are the settings that you want to mess with.
