Question about an improvment in the hand tool.

I'm watching this help video:

and at about 6:00min to 6:30min the instructor is working with the zoom and hand tool at about 6:20min he is showing off the improved hand tool and he goes over a way to be "very zoomed in" and then he jumps out pics a new area kind of like a new and improved navigator on the fly and then once he and found a new spot he would like to focus on the same level he PS takes him back to the same level of zoom. The only discription of what he is doing is "this new function" I'm out of ideas I've tried to look it up on google but with out a real name or any idea of what he is actully doing I'm shooting in the dark.
