Organizing Color Swatches

I recently finished making a collection of swatches that have a strict coding system. I had to do over 4000 colors and managed to miss a couple as i was making them. Now that i have added the missed colors they are appearing at the bottom of the list. Is there a quick and easy way to get these colors into their appropriate places within the coding system. I try to drag and drop the colors into their respective places but the swatches don't budge. Please help, its really obnoxious and I dont know what else to do.

p.s. I am working with CS3 on a new 24" iMac (if that helps get a remedy)

Edit/Preset Manager
select Swatches from Preset Type popup list

drag swatch to the new location. Pick different view from flyoout next to done button (small list, etc.)
