Help with photoshop CS3

I can't figure out how to make a grid pattern in Photoshop CS3 extended. I'm using a tutorial and it says to 'Create a white 50x50 pixels large-celled grid under the layer containing the cars, with the help of Pencil Tool, 1px in diameter.' I looked for about a half hour and I can't find any grid option, any help is appreciated, thanks :)

Start an empty layer

Under the filter drop down, in the top portion there is something called "vanishing point." draw a grid with the tools there, and there is a little arrow at the top where you would tell it to "render grids to Photoshop." That is what this person it talking about.

There are many ways to create a grid, but I have rarely used this one. That's not to say this isn't a good way.
