Hand drawn animation on top of live animation?

Hello all! I recently bought a new Wacom tablet and wanted to try out some new stuff. My first idea was to basically draw on top of live animation like a cartoon, but I don't want anything fancy. I want the aesthetic to be "hand drawn".
The video below is the best example of what I want to do.
As you can see, there is a lot of rotoscoping and some clever masking effects. Sometimes, I think it will be as simple as keeping your subject still and alternating between 3 or 4 hand drawn "clothing layers" every few frames.
My biggest issue is for the segment with the children running and their Halloween costume being drawn on. Is there way where I can interpolate between frames as opposed to hand drawing each individual frame?

I have a course that covers some techniques for rotoscoping in After Effects. You can check out some free movies from it here to see if it can help you. All the unlocked movies are hyperlinked and underlined. Click on the ones highlighted in black to watch free.
