Specs to make AE work better..

Hi everyone,
My name is Daniel Mendoza and I'm from Ecuador, this is my first post here, so I frankly dont know if it is ok to have created a new topic, or it would have been better to find an existing one, anyway, I'm just trying to get some advices on what to buy regarding Desktops.
My problem is this: I'm about to buy a new Desktop, and I'm deciding which are going to be the Specs, my inttention is to buy the best available Desktop that allows me to work faster in AE, spacially RENDER FASTER, you see, I have a HP Laptop, with Core 2 Duo 1.6 and 3GB of RAM, and the videos I'm doing (each of 9 minutes only) takes 12 hours!! to Render, and at the end, I get errors in the video, frames get cut, etc, I assume it is due to the Specs of my Laptop, because when I see the project in Complete Resolution in the Composition view, everything seems fine.
Well, I dont know if it is ok to write this much in a post, hopefully you guys dont get tired of reading and can give me hand.
Well to the point: My frist option regarding the Desktop I'm buying is:
1) Will this new laptop really make the rendering faster? if so, How should I configure the Operating System to be able to take advantage of all the capacity described above? Is it possible to use the 8GB for the Rendering, or at least which is the maximum I can use? I've read about the 3GB Switch in XP, but I guess 3GB is not enough, and I've also read about the IncreaseUserVa option in Vista, but frankly I need a personal opinion from someone elses experience in order to have a better understanding of all this.
2) What do you recommend me to use XP or Vista, here in Ecuador very few people like Vista because the common opinion is that it is slower than XP, so ate first my inttention was definetaly to use XP, but then I found out XP only allows me to use 3GB of RAM in which case the 8GB I'm buying will be useless.
3) I've read articles about 32 bits OS and 64 bits OS, whcih one of them do you recommend me? in my personal case, the computer will come with the OS already installed, how do I know if it is 32 or 64 bits?
I'm sorry I've made this post so long, but as you should have already seen, I have little expertise in this type of topics, my only concern is how to make AE work faster (specifically RENDER FASTER)

I can answer only the second question ( Xp or Vista). If you are going to use such a huge size of RAM (8 gb) you should use Leo OS, 'cause this is the only os, that able use such quantity of ram in a proper way.
