You'll want to use Time Remapping. Highlight the layer, then go to Layer>Enable Time Rempping. The time remapping property appears, with one keyframe at the beginning of the footage, and one keyframe at the end of the footage. If your comp is longer than your footage, you'll see that the layer now has the ghosted "there's more beyond the outpoint of this layer" at the tail.

select the footage in the timeline. then choose, layer>time>time remapping... you will now see a time remapping property for the footage with two keyframes. position the play head at the point where you want the freeze and add a key frame. with that key frame selected, choose edit>copy.
now would be a good time to extended the outpoint of the layer. pull the end (outpoint) of the layer bar to the right as far as needed. now select the freeze keyframe and the end key frame and position them where the freeze need to go back to realtime. go back to the point where the freeze would start again and choose edit>paste. it should now freeze between the two middle keyframes.
if you need to make adjustments to the freeze duration, just select the two end keyframes and drag them.
andrew kramer did a nice tutorial called time freeze, you can find it here.
