How to make borders around layers?

Hi..I certainly could not find any option to create borders around a layer for instance when we do picture in picture kind of work. But there must be a way to do it. Thank you for your help.

Easy way- double-click on the rectangular mask tool, which creates a mask around the outside of the selected layer. Then apply the Stroke effect, and assign it to the new mask.
