 | Exporting to avi in FCP; small file size

I have been asked to export my 15 min long film to avi from FCP with the following sound specifications: 48khz, 24bit, with all the sound muted. I need the file size to be no bigger than 250mb.
I have muted the sound layers in the timeline.
I have been trying with both FCP and Mpeg Streamclip but I cannot seem to get my setting correct. Could someone please suggest export settings that would be suitable.
