Artifacts on Compressor

Hello everyone
I got a problem with compressor, when I upres this video I get these strange dots especially near liner edges, if you look at the image on the link it has five dots near the picture on the wall on the left. when the video plays they appear all over linear edges.

Looks like dirt, like something on the lens to me. Why are you up-rez'ing them?

Sorry, I was looking at the wrong thing, I needed to look at the full sized picture.
I've never seen anything like that before and can offer no solution.
Have you tried a lower quality upsizing method?
