Preserve A Line Of Pixel Perfectly When Compress

Hi all. I have a strange question. I use a particular 3D video technology (WowVx) that need to use the first line of pixels of a video (It's a serie of blu and black pixels).
Now, I need to compress this video in a compressed format (h264, mpg, wmv...no worry). There's a format that compress a video entirely, but maintain perfectly the first line, uncompressed?
I know...It's difficult...

I think WowVx is MPEG, you'd need to find out exactly what type of MPEG it is and then it may be possible to work out how to encode it to maintain each pixel.

WowVx is not an MPEG. It's a 3D Monitor technology that work without glasses. I compress videos because it work with full HD videos, and If I never compress I Can't play them with a normal player. I Can use mpeg or h264, or mov, matroska, wmv, avi, vob... No problem with format. Just maintain my line...

Sorry I meant to say that WOWvx uses MPEG.
According to Philips they have taken the lead in MPEG standardisation of 3D video based on the 2D-plus-depth format and the WOWvx Media player uses MPEG-2.

Yes, WowVx work with mpeg, and wmv too. But what I ask is out of this. I never use the WowVx player, but something we create instead of it. The mpeg's parameters in the white paper are perfect, but that never maintain the pixels. It work with the video where pixels are applied from the player directly.
I need to put the pixels IN THE VIDEO. So I Can play it with QuickTime or Windows Media Player, or with the My personal player.
So, we Can forget WowVx. The question is:
Can I maintain a single line of pixels perfectly when all other is compressed?
