Convert m2v NTSC to PAL using Compressor

I need to create a PAL version of an NTSC DVD originally created in DVDSP. The assets are all self-contained MOV files created in FCP. However, it will take too long to re-export the sequences as PAL files and then re-encode them for the PAL-DVD.

If I take the existing m2v files (NTSC) and put them in Compressor, and set output as PAL m2v, does this "re-encode" the file? And if so, will there be a noticeable loss in quality?

Is there a better way to handle this conversion?

To be perfectly honest, don't bother. In the UK we are very used to getting NTSC DVD's. 99% of the players over here will play NTSC material.

Should you still want to attempt it, your method will produce substandard quality output. Any process like this ideally needs to go through a dedicated hardware or software standards converter, although if you know what you are doing and are prepared to wait almost forever, compressor or Episode can produce 'acceptable' results.

BTW, and in all seriousness, NTSC always looks substandard compared to PAL.
