encoding Mpeg2 @ 3500x1050 anamorphic pixel

Hello Gang,
We have a project coming up that will need to be delivered:
Mpeg 2 - 3500x1500 Anamorphic Pixels
This video that we are about to create is going to be played at a convention center. With the show being created at a 1.2 pixel aspect ratio, when viewed, the video will pop out to the equivalent of 4200x1050.
My question is this...
I've ran some tests and it seems that no encoding software that we have will output at these dimensions. Is there something that we're missing?
The programs we own are;
PC: Canopus ProCoder, Sorenson Squeeze, Cinemacraft SP
MAC: Compressor, Episode Pro
What seems weird is that i understand that in order to efficiently encode the Mpeg2 structure, the vertical dimension should be divisible by 16 because of macroblocks and these dimensions that we're trying to output doesn't follow this rule of thumb. It also seems that the biggest any of these programs will output is 1920x1080.
Does anybody see any red flags or have any advise?

I also should note the Episode was the only one that actually "tried" to do the job but the file was un-openable... and i tried many different settings.
