How would create in Adobe After Effects the effects used in the Secret World of Alex Mack tv show like morphing into liquid?

First, I haven't seen what you're talking about, but from your description, I would say that Jeffrey is right; AE wouldn't be the tool of choice for this. However, since you asked how to do it in AE, I will try to answer that question.

Again, I haven't seen what you're talking about, but I would suggest you look at disintegration tutorials, but rather than transforming them to ash, make it liquid.
Alternatively look at any morphing tutorial out there and use that.
Look into the CC Mr. Mercury effect too.
To be honest, it'll probably end up being several layers combining several different techniques to pull it off.

Thanks y'all for the suggestions and tip's. The only plug-in for After Effects I do have for liquid is CC Mr Mercury, I'm fairly a beginner and determined :).
