Interesting, I saw this the other day... well, one way you can definitely do this is in a 3D app to make a similar model of the guy's head, uv map it and apply a texture with the text (with alpha channel as background), render it out (or export with openexr and use an after effects plugin to apply a 2D texture to the uv coordinates in after effects) and then just composite the text image with alpha bg over the head... I am not aware of any other method but someone may have more to offer since this would require a bit of effort in making the 3d model to be similar enough to the guy's head (although I am sure you could start with a generic head 3d model of which there are plenty of free ones available)

Oh I thought of another way but it also involves using a 3d app, like in 3ds max you can actually simulate the effect exactly as you can take a light and apply a projection shader to it so it actually projects the thing onto an object, I bet this is how they did it since it has that natural projected look to it that would probably be a bit time consuming to do by just applying a texture

Given that that's just a still image, I wouldn't be surprised if it was just done manually with a distortion filter in Photoshop, with some manual pushing and pulling to mold the lines to the contours of the face. Getting it good enough with such a manual method would take less than a minute, compared with figuring out how to model the guy's head and do it "automatically" with a projection/mapping of a texture.
