Question:
I have a project that an artist created for me. I want to replace footage with new PSD assets, but I want the animation to match perfectly. What is my best course of action?

In other words...
Unlike Boris Red, where in a timeline of a composition I can go to the media icon and switch out a still image file for another still image file, I wanted to know if setting a proxy for a pre-comp or replacing footage is my best option.

Proxies are good if you have huge-size photoshop documents, and you need to work fast in the timeline. As long as your art person makes the replacement stuff the same size, I'd just replace the footage.

I think there are a few ways to achieve what you want... I can't see the problem with using Replace Footage in the Project window, like you mentioned.
Otherwise, you can also select the layer you want to swap, hold alt and drag out the new item you want to use and drop it anywhere in the comp window. It will swap it over without getting rid of effects, keyframes etc.
