Paper cut Fx

Hello, Im looking forward in making an effect similar to those in the music video Kate Voegele - Only Fooling Myself.... were the background is like cut with scissors (and the video reacts as a paper being cut) and she is moved around by a hand... The most interesting thing is the video's distortion method used to make it look like a paper... Hope someone have an idea... thanks!
