I want to select certain portion of video in After effects , How to do that, and how to increase speed of that portion

If you mean a certain section of the video then:

Here and here.

If you mean a certain area of the video, then duplicate you source layer, mask the area you want to speed up and apply Time Stretch to the duplicated footage.
