That's some random wiggling on text animation for per character spacing, scaling, and opacity.
It looks like that layer was copied and Fast Blur was applied to the copies.
Then there's some wiggling on Fast Blur (some set to blur horizontal, some set to blur vertical)
That should at least point you in the right direction.
