AE Quality problem during rendering

I'm trying to render a file I've worked in in AE CS4, I've used multiple codecs but all of them are giving off a significant decrease in image quality, a fair bit from the original. I've used the same codecs in Vegas, without a problem.

My project is set to DV wide screen 720x480, rendering is done to DV Wide screen also. even tried higher settings such as 1280x720 with a different pixel AR

I've tried, quick time animation, MPEG 2 (This looks the best so far) x/h264, xvid, divx. All on max quality.
