Time Code Start Time

The CTI (current time indicator) always starts at Zero. Is there a way to shift that to start at XX number of frames or seconds, and then restart it back to Zero when needed ?

Yes, you can change the Start Timecode. As with all composition settings, the value that you set becomes the default for new compositions, too.

I found this by entering your subject line into the After Effects Help search: timecode start time

How can I change the current time indicator so that frame or second Zero ("0") can be located some where else on the time-line ?

I doubt this will work (or that there even is a way to do that), but the first thing I'd try is doing what Todd said and set the start timecode to a negative value.
