Best way to make video intentionally jerky?

I have some video that looks way too good... is there an easy way to make it look more like a streaming webcam video?

I messed with the blur/noise/a few other things - is there a framerate reduction effect?

Check out the Posterize Time effect for the easiest way to reduce framerate.

If you haven't shot it yet, increase the shutter speed in camera. If it's already in the can, then look at the posterize time effect

Thanks for the tips! I ended up exporting it from premiere at 10 FPS - worked great! Here's the result:

for anyone trying to make video look worse I recommend the JPEG Damage filter included in GenArts Sapphire. It does the trick very quickly, the filters are expensive to buy however.
