Lighting around a logo

I am trying to create this lighting effect around a rotating logo. Every effect I have tried makes the colors in the middle of the logo shine, I just want the light to come around the edges. Anyone have any ideas?

Duplicate the layer, apply the effect you want, such as CC Radial Fast Blur, then drag it behind the original layer, so the rays will only come from behind.
