How can i do this 'wipe' transition in AE and/or Premiere?

I would like to use the following 'wipe' transition in my videos. I have skimmed through the forums and various other websites, but so far i haven't been able to find an answer. Or i must have overlooked.

For an example please look here:

http://www.noxxantwerp.be/

Choose 'browser window' - 'Noxx TV' - '1st anniversary' and click '=' & '>' so it will play. Sorry for this, the website is all flash and i can't post a direct link because of that.

The transition i mean is used between:

0:10 - 0:20
3:49 - 4:00

It's hard to tell cos' it's so quick but I think it's CC Scale Wipe that you should be looking at. it also looks achievable with a normal transform of the x-scale parameter but ensure that you have the layer's Anchor point set up at the appropriate location.
