Motion offers easy and direct 3D particle systems that are, nonetheless, simply 2D layers toat are rotated and distorted as they rest in the 3D space.
I hope you get better advice but I've only ever seen Shatter used effectively to simulate what I think you are asking about. Multiple copies of the layer are rotated around the center point to simulate spatial ripples.
Radio Waves can also do this but none of these particle systems will react with other objects to simulate collisions.
