I've imported a PSD from photoshop with 10 layers... all layers are imported into AE and are 2 frames long..this is images of a man in a bed which is to be used for an animation...the only way i figured to stretch these layers it with time-remap but surely theres a much smarter and efficient way to do this?
cant find where exactly you decide how long each imported image can be?

it gets even worst!
not only is the layer JUST 2 frames long. but when i move the time slider from frame 1 to frame 2, i notice parts of my image MOVE!!! yes, that's right, MOVE. without me having touched anything, i literally open AE and import them into a comp, move the slider to frame 2 and the picture changes slightly...there's no keyframes or effects or anything...

i think what ae does is remembers the duration of the last comp and makes the imported stills that length.
try making an empty comp that is the length you need. then import the still image, it should be that length now....
also, if you needed to extend the length further, just select the still image layers inthe comp, move the time cursor to the point where you need to extend them, then hit option-] (mac) or alt-] (pc) to extend still image layers (if they are comps you would need to time remap them or adjust the duration of the nested comps themselves).

i just re-read your post... i think i have your situation a bit more clear now.
you have a 10 layer psd, you need to import the layers, then sequence them within a comp.
first, decide how long each layer will be and multiply that by the number of layers. so if you wanted each layer to have a duration of 5 frames, then multiply 5 x 10 (the number of layers) to get 50. create a comp that is 50 frames (or what ever you calculated) long.
import your psd as a comp, the comp should come in at that duration that you made the last comp at. open the psd comp, select all layers, position the time cursor at the frame duration you need (5 frames for my example) and hit option-] (mac) alt-] (pc, but double check that) to trim the layers.
once trimmed, with layers still selected, choose animation>keyframe assistant>sequence layers. that should place them end to end and create an image sequence from the layers. if they are in the wrong order, undo, then select the layers in the opposite order than you selected them previously and use the keyframe assistant again...
is that more like the process you were looking for?
