Is there a way to control the motion blur amount when applying the motion blur switch?

i think its in the camera settings, under shutter speed, the faster the shutter speed the less the blur

there is a blur level attribute on the camera also, that might do the trick, but I dont know if this just affects depth of field or motion blur as well...

In the comp settings dialog Advanced tab. Adjust the shutter angle and phase to your liking...

You could also precomp the layers you want to add motion blur to, add an adjustment layer, and then use Force Motion Blur on the adjustment layer. There you'll have control of how much motion blur is applied.

[Eyad Abutaha] "does it work on a slow movement camera?"

No. Not without having the shutter set to some ludicrous setting like 1800 degrees or more.

However, you can try using the Force Motion Blur effect.
