Scrolling on detail in AE Animation Project

I'm working on a short animation in AE and on many shots with detailed horizontal/vertical lines (blinds, window frames, shelves) I'm getting a lot of scrolling on these lines. I don't have this on a full-res MOV output but when I compress that down I'll see them. Is this just a compression issue?

It is sort of a flicker on the fine details of horizontal/vertical lines, especially when there is motion in the shot. Is there a deinterlace filter I should use?

Are you seeing the flicker in the AE comp window at Full Res, Full Quality - or only in a render? Do you know how to render losslessly?
Is your project all CG or is there video footage?
Video clips are deinterlaced by default on import into AE, but sometimes it improperly tries to deinterlace progressive footage and has to be told not to.
Please provide some more specs about your source footage and comp settings.

Yes I'm eotkinh at full res, full quality. And yes I am rendering at lossless. Project is not CG, it's animation made up of Photoshop sequences composited against .jpg backgrounds. And flicker only happens on the moved - either a scale increase/decrease or moving a photoshop object in z space or a camera move. And I'm viewing the project at 100 percent, not a higher scale. Comp settings are D1 PAL Square Pixel. And the stuff is coming out of Photoshop in Square Pixels.
