Masks that have motion blur...

Is it possible for a a mask (possibly revealing a layer) to have a motion blur? The blur would be related to how fast the mask anchor point move.

Yes. Go to Layer>Masks>Motion Blur. You can set it to have blur even if the layer it's applied to doesn't.
