MPEG2-HD specs need help PLEASE!

I have been asked lately a few times to export some movies to other countries as Mpeg2 for broadcast
makes no sense to me but this is what they requested. I thought I met the requested specs but they said it was delivered wrong and was very bad quality. Im rendering from a full res HD movie so the original movie files are fine. Can someone please help me, Im exporting from after effects since this is what I used to create the animation, should I export from something else? here are the requested specs and the render settings I used

MPEG-2 HD :

File type : MPG (program stream) or M2TS (Transport stream)
Video stream type : MPEG-2
Resolution : 1920x1080
profile@level : MP@HL
interlaced : yes (upper/top field first)

Framerate : 25

Bitrate (CBR) : 50000 bitrate


I tried exporting this from after effects and thought I had all the right settings but they said it was of low quality and not correct.
Basically here is what I used for my export

Format= MPEG2 Blu-ray (Im assuming this is the correct export becauseit supports HD)

In Settings

video codec only allows for MainConcept MPEG Video
-Basic Video Settings
Quality :5 (highest)
TV STANDARD =PAL
FRAME DEMINSIONS 1920X1080
Field Order =Upper
profile: main
Level: High
pixel aspect ratio = Widescreen 16:9

Bitrate Settings
Bitrate Encoding :CBR
Bitrate (Mbps): 20

Now the bitrate is my main concern at this point since they asked for 50000 bitrate and AE only goes to 40 mbps

So if anyone can help that would be great or just make sure my export settings are what they requested would help as well.

I doubt if AE supports the export of an MPEG-2 Transport Stream. You'll have to check te manual or with Adobe on that.

Secondly, your bitrate is of course way too low. If they've asked for 50 and you give them 20, the difference will be noticeable. Even sending them a 40MBps file may not do the trick because they can easily check on the biraet for the file you send them and rather than checking visually, they'll just throw it back to you.

Perhaps it's time to invest in a dedicated encoder.

Something's wonked out because, offically, 50000 bitrate won't even play in modern blue ray 1.5x unless you leave out sound, at least for now..future 8x firmware is coming. Time to throw out my old blue ray.

I know of no software encoders that can go above 40,000. What would be the point of non-working disks? They might be looking to re-encode your video, so 50 is a buffer zone against generation loss.

My take is recommend them getting an uncompressed monster or slightly compressed rgb. Any other work-arounds are welcome.


According to the Blu-ray Disc specification, 1x speed is defined as 36Mbps. However, as BD-ROM movies will require a 54Mbps data transfer rate the minimum speed we're expecting to see is 2x (72Mbps). Blu-ray also has the potential for much higher speeds, as a result of the larger numerical aperture (NA) adopted by Blu-ray Disc. The large NA value effectively means that Blu-ray will require less recording power and lower disc rotation speed than DVD and HD-DVD to achieve the same data transfer rate. While the media itself limited the recording speed in the past, the only limiting factor for Blu-ray is the capacity of the hardware. If we assume a maximum disc rotation speed of 10,000 RPM, then 12x at the outer diameter should be possible (about 400Mbps). This is why the Blu-ray Disc Association (BDA) already has plans to raise the speed to 8x (288Mbps) or more in the future.

Hey Guys thanks for the help
one thing as far as I know they are using this for broadcast in france so I dont think they are burning a blue ray disc. I chose blue ray because as far as I can tell thats the only mpeg2 format that supports HD? Is this correct?? Or is there as etting Im missing in regular mpeg2 exports.

Also any Ideas on a good encoder?
