Oh, the motion blur is there when you render in fields, there just isn't much of it.
When AE calculates motion blur, it takes into account the layer's motion during the specified time period. If you render frames-only, that calculation happens 29.97 times per second (NTSC). But if you render FIELDS, that calculation period increases to 59.94 times per second. The layer has only moved half as far, so there's less motion blur.
To get more motion blur, you can play with the shutter opening... I think that's what they call it, I don't have AE open in front of me. I believe the shutter is initially set to 180 degrees, and you can boost it to 360... or even 720! In terms of the shutter, AE lives in a make-believe world.
The setting is either in comp settings, project settings, or preferences.
