You can use the Change Color or Change Color To effects in AE.
But because we're talking about black, and because there will be LOTS of black in your shots, don't be surprised if you have to use two layers -- one with NO effect applied -- and animate a mask to remove all the black areas that shouldn't be blue.

What would be BEST? Getting the various shirt types you need for everyone on the field, and shooting the footage you need.

When you're out on a shoot, and you say, "we'll fix this in post" without knowing PRECISELY HOW you're going to fix it in post, don't shoot it! You'll only end up shooting it over again.

Hey dave,
I actually worked it out :) I shot white shirts on a green screen, with black gloves. I then comped on some illustrated patterns at 90% opacity, with a bit of turbulence distortion.

Oh, and here I'm thinking about real-live soccer players actually playing on a soccer field, and you need to have a photorealistic solution to change their jerseys to different colors and patterns.
