Resize by removing every-other line?

I've got a video that I would like to resize by 50% (horizontally and vertically). I would like to do this by simply removing every-other horizontal line, and removing every-other vertical line.
The problem is, whatever I try to resize it ALSO re-samples the image to 'smooth' it out. I don't want it to do that. The video is a high contrast animation and it ruins the edges by blurring it.
Is there a way for AE to do a simple remove row/column resize?

i think you can trick ae into doing this...
set the layer to draft quality (select the layer in comp, then choose layer>quality>draft. or click the check box control for qulaity in the switches panel for that layer).
now when you scale it, ae shouldn't use and scaling algorithm, it should just drop pixels out. this setting is only for ram previews 9but it's nice to see what it will look like next).
for the render you will need to set the render settings to use 'draft' quality.
note, this setting will set everything to render in draft quality regardless of how you have it set in the comp. so, if you have other layers/effects that you don't want to render in draft quality, you will need to render this peice out in draft, then import it to composite with the rest of the layers/effects.

Thanks for the suggestion, but it didn't work. It seems like AE is not dropping every other line - it's still interpolating new pixels. Here is a comparison shot I took:
The left image is the result of the draft output. The right image is from Final Cut Pro at 50% preview (so far FCP's preview is the ONLY resize that I've found that does drop every other line without any re-sampling).
Any other ideas? To be honest, I thought about exporting at full resolution as an image sequence, then batch processing in Photoshop. But I can't even find a way to do this in Photoshop! How odd, it seems like a really simple way to resize things.

Is this simply an intellectual exercise? I ask because AE does a VERY good job of scaling footage, especially the 50% variety.

No doubt about that! I admit this is an unusual project, but it's an animation I've worked very hard on, and I'm just trying to get the specific results I want.
Did you see the difference in the second comparison shot I posted? Trying to make that blur go away is turning out to be more troublesome than I'd thought (with all the programs I've tried).

I did, and to tell you the truth, I'd simply use the scale property. I fear you're trying to reinvent the wheel -- with limited success -- while the software engineers at Adobe already got it right. Your method doesn't allow for subpixel rendering. Theirs does.
