Distorted tv screen...?

I just saw this short showreel on YouTube:

During the first 5 seconds and at the very end of this movie, this person shows you some sort of a distorted, broken, wasted (or whatever you like to call it...) television screen.

How to make such an 'The Ring' stylish intro within After Effects? I just can't seem to manage creating any descent 'broken' look-a-like televisionscreens. Please help...!

That could be recorded off an actual television.
