It's a mix of images and footage from different altitudes passing through clouds as a transition, since no footage exists from space to a neighbourhood. Unless it's stock that has been cobbled together as I described. Artbeats?
Search the COW for "cosmic zoom" and "powers of ten".

You may want to take a look at Andrew Cramer’s tutorial Earth Zoom here: http://www.videocopilot.net/tutorials.html?id=15 to see how it’s done. It’s what you are looking for but in reverse. You can reverse once you understand what he was doing. Not sure where he got his footage from, ask him or his permission to use his footage :-)
