Probably the same way Darby explained the Iceman thing for you except try it this way. Add Particular to a solid to use your keyed person as a layer emitter, with flames. Make a comp about 100 by 100, add fractal noise to a solid and then apply a mask. Drop that into your human torch composition, turn off the visibility, and set particular to use that as a custom particle. Then add an adjustment layer on top with colorama applied and use the fire preset for output cycle. Adjust to taste. Then you can create a new composition with whatever footage you want to use as a background and drop the human torch comp into it.

If you have something already shot... use vector paint to rotoscope each frame to mask the person out. Bill O'Neill covers it in-depth in one of his light storm tutorials here on the COW.
