Converting HD to SD problem

I am having an issue converting a project created in HD 1920x1080 to SD 720x486. The issue regards text along the title safety border. I am taking the HD output and bringing it into the 720x486 comp (.9 pixel aspect) and scaling the vertical to 100% of the composition. I set up all the titles within the title safety margins. However, my editor is bringing the output into Premiere and some things are getting pushed past title safety. His project is set to the same specs as mine.

Any ideas why this is happening?

Here's the first thing that comes to mind: you may be making your titles in AE at the proper pixel aspect ratio, but your editor may be seeing them as square pixels. Your titles would appear wider than they should.

Now, I don't know if there's an AE-like Interpret Footage menu in Premiere. If there is, it's an easy fix: just change the pixel aspect ratio.

If your editor can't do that, you could progress in one of two ways: the editor could scale the horizontal dimension of your graphics to .9, or you could create graphics at 648x486 in square pixels... which is still a 4x3 screen aspect ratio.
