AE and what is dc?

Everytime now, when I use AE, I get an error message saying that after effects cannot release dc. What the heck is that?
Also, why does my interface screen jiggle like jello up and down when using it?

My PC specs: AMD dual-core 4Ghz 2Gigs RAM no video card, but using on-board graphics. Would I do better simply buying a seperate video card?

Adobe's error messages are cryptic and mostly meaningless.
A moving user interface is an issue with the display card but if it doesn't show up in any other applications it must be an After Effects issue although i cannot see how it possibly can be caused by the app.
A separate video card will gain much in terms of display updates and speeded up previews.
