I need to create a wave that travels across a still bw image with the wave creating color as it travels across. any ideas?

Define "wave."
All you need is a circular wipe, mask, or iris to reveal the colorized layer beneath the monochrome layer.
Adding effects to the front edge of the wipe pattern is another discussion as is adding dynamic or atmospherics. You might get more useful invofmaiton over on the AE BAsics forum
