8mm film exposure effect

Im in the process of putting together a video, that demands a certain old school look. Iv nailed the dust / scratches and noise, but its the effect that is in this video that is completely eluding me.....
The way the lights flicker i can recreate with some editing, I just need to get the raw footage, with those light leaks coming thru the side. Iv been working on a black solid and am planning to add the dust etc afterwards. Iv been messing about with Blobs and mr mercury but cant seem to get anywhere near this effect.
Does anybody have any ideas?

Interesting!
Another artifact visible in the clip you reference is "color fringing". Stop on the frame where the text is up close, and we see a bit of blue/orange on it.
You can do a simple rgb fringe by taking three copies of your clip, each multiplied by pure red, green, and blue, and use Add -mode to stack them back up. Distort each one a little differently, such as with slightly different Spherize amounts.
Or use more or fewer colors to get a more or less rainbowed effect, as long as the total rgb adds to "white". Or doesn't!

to do this quickly you could try to use andrew kramers blow out pre set, as said above there are other (and maybe better as this is not intended for this effect) ways to do this but you could probably tweak it a bit and maybe get what you need.

Iv actually been experimenting with glow blobs, to get this effect. Im not that far off, but im not that familiar with this effect. I manage to get a blob with a similar shape. However the movement of the blob and the glow radius are completely out. Can anybody push me in the right direction?
Also, where can i locate Andrew Kramer's blow out preset?

Actually, just double checked that artbeats collection you just recommended, and realized that the effects im looking for (and the ones i used for an example) are the ones included in film clutter 1!
Unfortunately i don't have $500 to throw at this problem. Its very annoying as i have access to Film Clutter 2 at work!!

Change the mode from 8bpc to 32bpc, and create a pale orange (pure orange won't work as well... add a bit of white to the orange), and add exposure and gaussian blur... then create a mask in the shape of a circle for the orange layer. You will get a similar effect to those light leaks. You will have to animate them yourself, perhaps using Mercury still... but it will give you the exposure look
