Changing colours effectively?

I would like to change someone's eye color to a completely different color.
At first I tried using a masked solid layer on his eye.
It worked OK but the problem is that his eyelashes get inside the mask all the time and it's a painstaking work to mask them out as well.
So I was wondering if there was a way to effectively just select a color and change it.
I know there's the Change To Color effect but that has rarely ever worked for me unless the color is extremely bright and dominant.

Well, you could make an adjustment layer, add a rough mask around the iris, bump up the saturation (hue/sat), then apply Change To Color (set to RGB?), then reduce the saturation (hue/sat).

I'd follow Steve's suggestion, but I'd start with the Colorama effect instead of Change To Color. With Colorama, you can arbitrarily determine which colors map to which. Neither way is right or wrong---just a different approach.
