artistic photoshop-like effects in AE7

Is there a way to get the same effect in AE7 or AE CS3 as the Photoshop artistic filters? I read this topic: Do Photoshop Filters Work in AE7?, but that isn't really what I am looking for. It's a good alternative. But aren't there any possibilities in AE?

not quite the same one effect solution with the ae bundled effects, but you can try the median effect to get a kind of paint-like look (kind of similar to palette knife).
you could then use textures as displacement maps for the displacement map effect or even as overlays using blending modes to add texture.

actually that's the only tutorial i've seen doing anything like trying to create a cartoon like animation from video...
you may be able to somewhat better results with aharon's process by planning on layering some of the treatments... to smooth the color out, you may want to try blurring, wide time and/or extreme chroma smoothing (like remove dv blockiness but with more channel blur). then use a different render for the black outline with settings to try and better isolate the edges. then composite the two. it also may work better with keyed footage, where the subject can be treated differently than the background.

Digital anarchy makes a separate plug-in called Toon-It that's designed to turn video into Illustration. I've had varying levels of success with it depending on the source footage. It takes a decent amount of manipulation to get something looking right and you may want to try out a demo (digitalanarchy.com) to see if it will do what you're looking for. Good luck.

the only problem is that i can't afford it and i cnt find a crack for the demo =( i'm just a poor student who needs to have a quick fix because my final major project adopts this technique a lot.
