If you imported any interlaced video footage to use in your comp, you should establish the field order in the Interpret Footage window. The field order depends on the screen resolution of your footage. If it is NOT interlaced, you may need to set the No Fields option in the Interpret Footage window. If you want to preserve any interlacing when you render, you need to render in the field order appropriate for your rendered file's screen resolution.
That's the best I can do without further information. Anything else I add would be speculation.

If your comp contains no imported footage, you can choose to render interlaced or not. It is your (aesthetic) choice, unless the producer specifically asked for nterlaced.
If you do render interlaced, make sure you choose the right field order for whatever hardware is spitting your project out to tape.
