Simple Mask Question

I just want to create a transforming mask that affects only one layer but only affects that single layer.
Example:
I have this transforming mask coming out of these windows like water.
Now the actual water texture is this wheel shaped graphic:
I want to rotate the water texture layer as the mask transforms. In this way it will, hopefully, simulate flowing water. As of now I have a mask on that layer. So, when I rotate the layer, the mask rotates with it.
I need the mask to stay stationary.
Of course, I have alot of layers underneath, so the mask can only affect that water texture layer.

PRECOMPOSE the water layer choosing the LEAVE ALL ATTRIBUTES option. This will move the water into an intermediate comp and leave the mask in the main comp. Now you can rotate the water independently of the mask.

Great answer John. I was looking for a similar answer for days. I'm very new to AE and am going crazy. This program feels so counter-intuitive coming from photoshop. Anyway, I did exactly what you suggested and it worked finally! However, here's my followup question:
All the position-transformations I'm making to a graphic that's floating around is in the precomp. Is there any way I can see the main comp while I'm doing this position-transformation? Right now it feels like I'm shooting in the dark.
