Tile a layer or object in a layer?

I know I've done this before, its just been so long since I've needed to use the tool I've forgotten where it is!

I need to take a graphics strip 100x400px and simply loop it edge to edge so I can continually scroll it across the screen, or in this case, vertical slightly up the 3D slope...

I thought it was Motion Tile... but if I set 'Autoscroll - Horizontal (or vertical) I get this message:

Bad Arguement: Couldn't find effect named "Autoscroll - Horizontal' Expression disabled.

Well I thought this was it. And maybe it is, and I am just doing something wrong or I've forgotten something really important...

apply the motion tile effect via the effects presets, rather than from the preset pulldown from within the motion tile effect panel.

the preset adds a slider control called "autoscroll - vertical" without that the expression is broken. (you could add you own slider and name it autoscrole - vertical i suppose...)
