layer positioning from camera?

is there a way to position a 3D layer in space based on the current postion and focal point of the camera?

basically I have a camera moving around and I want to add layers in front of its path. "snapping" the layer to be in front of the camer would be handy.

just a few questions.

Where do you want the layers to come from? Or do you want them to just appear in that spot? And do you want them to freeze in that spot once they "snap" into place?
