3d bumpy texture

Alright, I've got Mr. Kramer's riot gear textures here...
Well, there's one that looks like rough concrete and I'm using a camera to make a smooth horizontal move without any of the edges being shown on the screen. I've got a light as well thats showing on the middle of the pic.
My question: how can I get this texture to look less like I'm panned a jpeg in front of the audience and more like it is a rough material?
