Using Trapcode Shine & Fractal Noise to Create Smoke Rings

I have a spotlight that shoots down on a floor and I want the circle made by the light hitting the floor to have smoke rising up in the shape of a circle from the floor. I have created this same effect using Shine and Fractal Noise but I can't get it to work for this example. Does anyone have any suggestions?

This sounds like the sort of thing that would best be handled by a particle generator like Trapcode's Particular.
